1. Purpose of this manual

This manual concerns records of JN OCEAN HORIZION HOLDNGS PTY LTD, registration number 2026/553754/07, trading as Ocean Horizon Cleaning. It explains access under the Promotion of Access to Information Act 2 of 2000 (PAIA), read with POPIA. Access is subject to the statutory requirements and grounds for refusal; a record category is not an undertaking to disclose every record in it.

2. Head of the body and Information Officer

Nicole Walters is the nominated Information Officer contact for records-access and privacy enquiries. Use info@oceanhorizoncleaning.com or 084 956 4051. Requests addressed to the head of the private body can be sent through the same business contact channel.

3. Guide to access information

The Information Regulator publishes a guide explaining PAIA rights and procedures, as well as forms and a private-body manual template. The applicable guide and current prescribed forms are available from the Information Regulator’s PAIA service. You can contact our Information Officer for assistance with the appropriate request procedure.

4. Publicly available records

Website service descriptions, published business contact details and published policies can be read without making a formal PAIA request. Ask the Information Officer whether a particular additional record can be supplied without a formal request.

5. Categories of records

Depending on the activities and relationship involved, records may include company and registration records; finance, invoices and taxation; employee and contractor records; quotations, bookings and service records; customer communications and complaints; supplier agreements; operational photographs; and IT security or access records. Inclusion of a category does not mean every record exists or is automatically disclosable. The Information Officer can assist in identifying the requested records.

6. Records held under legislation

Depending on the business activity and record, applicable legislation may include the Companies Act 71 of 2008; Income Tax Act 58 of 1962; Tax Administration Act 28 of 2011; Value-Added Tax Act 89 of 1991 where applicable; Basic Conditions of Employment Act 75 of 1997; Labour Relations Act 66 of 1995; Employment Equity Act 55 of 1998 where applicable; Unemployment Insurance Act 63 of 2001; Unemployment Insurance Contributions Act 4 of 2002; Compensation for Occupational Injuries and Diseases Act 130 of 1993; Occupational Health and Safety Act 85 of 1993; Consumer Protection Act 68 of 2008; ECTA 25 of 2002; POPIA 4 of 2013; and PAIA 2 of 2000.

This list identifies legislation that may govern relevant records. It does not imply that every listed registration, record or obligation applies to every activity, or that confidential records are automatically public.

7. Request procedure

Use the prescribed PAIA Form 2, available from the Information Regulator, where a formal request is needed. Identify the record, requester and contact details; specify the form of access; identify the right to be exercised or protected and explain why the record is required for that purpose. If acting for another person, provide evidence of authority. Send the request to the Information Officer and reasonably assist with identification or clarification if required.

8. Fees, decisions and remedies

We will notify a requester of a decision within the period required by PAIA, ordinarily 30 days after receipt of a qualifying request. A permitted extension must be notified with its reasons. A refusal must state the applicable grounds and explain available remedies.

Prescribed request, access or deposit fees may apply, subject to exemptions. We will give the required notices before demanding a payment. A requester may use the Information Regulator complaint procedure or approach a court as applicable. The current official guide explains forms and deadlines.

9. Personal-information processing

Data-subject categories may include customers and prospective customers, staff, contractors and suppliers. Information categories include identity and contact details, employment or business records, service details, communications and payments as relevant. The Privacy Policy describes the relevant purposes, recipient categories, possible international transfers and safeguards. Contact the Information Officer about the processing relevant to your information.

10. Availability and maintenance

This manual is available on the website. A copy must also be available for inspection at the business head office during normal business hours, and to the Information Regulator on request. Contact the Information Officer to arrange access or request a copy. Lawful copying charges may apply.

The manual will be updated when business details, record categories or legal requirements change. Statutory access rights apply independently of whether a person accepts service terms.

11. Processing purposes, recipients and safeguards

We process customer and prospective-customer contact and service details to answer enquiries, quote, arrange work, invoice and resolve complaints. Employee and contractor records support staffing, payment, safety and legal duties. Supplier contact and transaction records support procurement and accounting. Website request and security information supports operation and protection of the service.

Recipients may include authorised personnel, hosting and IT operators, communication providers, accounting support and authorities entitled to information by law. Where providers process information abroad, a lawful POPIA section 72 basis and relevant safeguards are required. The Privacy Policy explains the public enquiry form and guided assistant.

Reasonable safeguards must include limiting access to authorised users, protecting credentials, controlling access to records and backups, maintaining systems and responding to security compromises. Specific hosting, retention and provider arrangements must be maintained and reviewed by the responsible party. This manual does not certify encryption or any unaudited hosting configuration.
